This oddity is a common sight in downtown Portland. He dresses like any other derelict that might be seen in the city - except for the large skirt that he sports with pride.

Bird Woman Sideshow

So first there was the bird guy on the motorcycle, then on an opposite side of the country, this oddity who took her bird out for a car ride. Note that this was collected from a moving vehicle - a technique best employed by only the most experienced collectors!
